New Suit Bid by Unpassed Advancer at Three-Level

In the auction (1) 2 (2), you play 2NT here as being Good/Bad 2NT, which is a transfer to 3, to either be passed, or requesting a signoff of any subsequent bid by the 2NT bidder.  This so-called "Good/Bad 2NT" bid shows a hand that has no interest in game opposite a minimum by partner, but just wants to compete at the three-level.

In such a style, would you play a direct 3 bid [in other words, the auction (1) 2 (2) 3] as forcing?

If you weren't playing Good/Bad 2NT, would it still be forcing?

In case vulnerability makes a difference, assume you are at unfavorable vulnerability.

(1) 2 (2) 3 can be passed, in either style.
(1) 2 (2) 3 is forcing in either style.
(1) 2 (2) 3 is forcing only if you play Good/Bad 2NT, but not forcing otherwise.
