Since you have a non-forcing way to bid it (2N-3N), then it is forcing. Partner bids 4NT to play or 5C-5S as keycard responses for spades with a fit.

Just because you have a precedent for doing something like “forcing partner of a frequent psycher to double a cold contract” doesn't make it correct.

Then just play a weak NT, there's plenty of books out there on weak NT systems. Since the most frequent (opening) hand type is 11-13 balanced, 1NT 11-13 would increase the frequency of it.

I come here for bridge discussion, I really couldn't care less about your political motivations for your system. In the future, just ask “What would be a good way to increase the frequency of my 1NT opening?”

He could have a hand too good to bid 3D or 5D. A suit not good enough to bid 3H, and no heart stopper to bid 3N. What's left? Double.

I'd love to be able to keycard in hearts at some point in this auction. The easiest way to do that is to see if we have a heart fit first.

1000% south. Double should show a balanced/semi balanced penalty seeking hand. You shouldn't be doubling with a void in one of their suits. 2S is the proper start by south

At the end of the auction, since you were declarer, you should have called the director and mentioned the failure to alert. Since you played out the hand, you gave the opponents a free double shot at a good board. Either they set you in 3NT, or they get the auction rewound if you made it.
