In 1st NV 1N is 9-11 for me. But if I'm playing a 15-17NT I pass.

3 options: If we're in 1st NV (2 is weak) and we don't think we should open it 1: P - 1 1 - 2 etc. If we're elsewhere (2 is intermediate 8-12) 2 - 2N 3 - 3 3N - 4 ...
