I think 2nt is better than 3 because it feels like a misfit. 3 should show a hand too good to limit. An example being a hand like A xxx AKxxx AKxx.
ATB - Undoubled contract
1nt is simply best on this hand--no issue with rebid and a spade transfer is fine. I would doble 21c in pass out seat.
My bet is lawyers were involved on both sides.
There is a uk lawyer who specialises in getting celebs off usually motoring offences. I think he successfully defended David Beckham recently on a technicality. I would bet lawyers have played a major role in this case too. No idea what any organisation can do if legal action is threatened.

Assuming 31h denies a shortage then and a cue bid by east is obligatory then East gets the blame. If 3nt by west shows a shows a flat hand it would help.

Certainly not bidding 3nt--could be off with a slam making. I make the simple bid of 4.
