I think I would refuse to play if my opponents (or partner) came to the table : drunk swearing smoking talking on a phone armed wounded naked with a pet dog (not a service dog) with a pet snake But it would depend on the circumstances.

Let me get this straight, please. The Director takes the IBer away from the table, asks them what the IB means, and says to the table "I will allow certain bids to be comparable. Laws 16, 23 and 26 may or may not apply." ???

In my non-ACBL version, pair 10 is N-S for rounds 1,2,3,6,7 and pair 11 is N-S for rounds 1,2,5,6.

Part of the reason for the 10 seconds pause is to allow partner (and LHO) time to anticipate how the auction might evolve. Players should be educated that it's not just about their hand and their own immediate call.
