Yes, it is legal and was legal under the GCC also. I have played such a convention and asked rulings@acbl.org before I played it. Edit: An opening 1 promises at least one 4-cd major and 0 (maybe 5+).

Opening leads against suit contracts from Jxxx and Txxx (no sequence) in an unbid suit
I lead 2nd best from poor unbid 4-cd suits so that partner will look for a switch without extra length or strength in the led suit.
