How Would You Interpret This Double?
Hard to believe you can have a penalty double being a passed hand, when partner has only overcalled at 1 level.

I think partner is allowed to bid a minor only if lacking 4 spades. With 3253 he may bid clubs but that would be quite unlucky.

I play it as 3 card support, typically min. Then I can use double for all big hands with no convenient bid.

You have no specific agreements other than double would be takeout of hearts and 2NT would be natural.

Yes you would not open a weak 2 with that, but probably you would respond 1 to a 1 opening and not be happy if partner drives to game.
